Position Overview
The Purchasing and Procurement Manager is responsible for organizing and coordinating purchasing functions of Senior Resource Association (SRA), including day to day and capital project purchases; managing all aspects of contracts and coordinating the bid process to ensuring compliance with procurement regulation and all SRA purchasing policies.
Key Responsibilities
- All aspects of Contract Management; including writing and administering, reviewing, filing, evaluating, analyzing, and negotiating
- Negotiate or renegotiate and administer contracts with vendors
- Administer Requests for Proposals (RFPs), Request for Quotes (RFQs), bidding process and contracts (e.g. prepare specifications, evaluate bids, recommend vendors, etc.)
- Research and evaluate vendors/contracts to ensure all are in compliance with government regulations and SRA Procurement Policy
- Oversee facilities department and assigned staff
- In collaboration with Senior Management
- Evaluate vendors to ensure their performance is aligned with program needs and established specifications.
- Assemble and manage procurement committees for proposal review
- Manage RFP processes and timelines
- Evaluate and manage all quote and bid documentation.
- Review and maintain complete record of purchasing files and records to ensure compliance with SRA policies and procedures and ensure the availability of documentation on request.
- Review and monitor capital purchases to ensure its compliance with procurement policies and regulations.
- Develop, implement purchasing and contract management instructions and procedures.
- Ensure SRA staff is trained on all relative purchasing and procurement policies and procedures.
- Identify opportunities for cost savings.
- Continually improve purchasing methods and processes.
- Respond to inquiries from internal and external sources providing information, direction, and or appropriate referrals.
- Special projects and/or other duties as assigned.

Work Environment & Job Characteristics
- Interact with all levels of management
- Physical requirements include sitting, standing, bending, and lifting.
- Frequent use of computers, office equipment, and electronic record systems.
Education & Additional Requirements
- Bachelor’s degree required.
- Minimum of five (5) years of experience in purchasing or related field, preferred.
- Must successfully complete Level 2 background screening through Florida’s Care Provider Background Screening Clearinghouse and maintain eligibility with the Department of Elder Affairs (DOEA): https://info.flclearinghouse.com
